Organisation position and purpose:      

As part of the Pirbright Development Programme Client Team (DP Team), the Senior Project Manager reports to the EMS Senior Capability Leader and is a central part of EMS operations.

The Senior PM will provide project management leadership to the DP Team acting as the point of contact with the Client consultant and construction teams. The Senior PM will ensure on time transition of the Brooksby High Containment Large Animal Research Facility through the final MEP fit out and the commissioning & validation phases (4Q) into live operations. In addition, the role will also be supporting the design and construction (RIBA stage 1-6) of a new facility at the Pirbright site – the Veterinary Vaccine Manufacturing and Innovation Centre (Vet-VMIC)

The Brooksby building is a 4,595 m/sq (GIFA) new biological research facility that began construction in 2019 and is due for completion & occupation in 2023. The facility will provide high containment in vivo SAPO4, ACDP3, GMO4. ACDP3 work resulting in new functionality to the Institute. There will be 6 procedure suites, and the facility will be served with a dedicated effluent treatment plant and incinerator as well as a fumigation chamber and autoclave for handling waste from the building.

The Vet-VMIC is a new-build providing small scale animal vaccine manufacturing facilities which will operate at predominately clean room GLP/CL2 containment level with a single suite operating at clean room GMP/CL3 containment level.

Key functions of the role

The Senior PM will:

  • Contribute to the development of the Pirbright Project Road Map to Operational Start for the Brooksby High Containment Large Animal Facility (HCLAF) Project, take ownership of the Road Map and work collaboratively with Pirbright EMS and wider stakeholders to achieve required deliverables. This will include:
    • Line management of Pirbright Development Programme Client Team members
    • Undertake a joint approach to building delivery and user occupation, working closely with the EMS DP Occupation Project Manager to ensure both building and occupation deliverables are aligned, deconflicted and achievable on time and programme.
    • Actively support the Pirbright TCVV (Test, Commission, Verification & Validation) following 4Q methodology, in liaison with the Pirbright TCVV Manager.
    • Oversee the construction review process in liaison with the EMS DP Clerk of Works for Requests for Information (RFIs) and Requests for Project Managers Instructions (RFPMI’s) from contractors and comment as appropriate.
    • Attend and actively participate in all relevant project meetings.
    • Undertake liaison role with Pirbright Client teams and facilitate project delivery to operations process, ensure attendance as far as is reasonably practicable on testing and witnessing of completed mechanical and electrical systems and the de-snagging process is supported with the Client Monitoring Team (CMT)
  • Act as the Client-Side Senior Project Manager for the Vet-VMIC design and construction working with the Client Consultant delivery team (project manager, cost manager and multidiscipline team). This will include
    • Undertake liaison role with Client teams/subject matter experts to facilitate design development and the preparation of robust employers requirements (ERs).
    • Oversee the design and construction review process in liaison with the EMS DP Clerk of Works and client consultant team for Design Document Reviews (DDRs), Requests for Information (RFIs) and Requests for Project Managers Instructions (RFPMI’s) as appropriate.
    • Participate in contractor procurement including evaluation of tenders and award recommendations
    • Attend and actively participate in all relevant project meetings.
    • Co-ordinate, with the EMS DP Clerk of Works, enabling project works outside the main contractor’s remit.
    • Review and provide recommendations on potential change request - lead on any Client initiated change requests

Biosecurity / H&S and Security

  1. Reading and implementing all Biosecurity / H&S and Security policies, local rules, codes of practice and SOPs.

Specific requirements

Essential:

  • Demonstrable experience in delivering construction projects
  • Track record of successful management including completion of defined projects with positive outcomes and career development of staff
  • Demonstrated ability to work independently in identifying issues, defining solutions in a collaborative and inclusive way and completion within deadlines
  • Comfortable in delegating tasks, where appropriate
  • Track record of working within a project environment with multiple stakeholders
  • The ability to multi-task and work under strict deadlines
  • Evidence of excellent oral and written communication skills.

Desirable:

  • Experience of the Commissioning, Validation and Verification Process within a highly regulated environment and the ability to lead on client-side validation through the 4Q (DQ, IQ, OQ, PQ) process or similar.
  • Evidence of exceptional attention to detail, accuracy in documentation & records management.
  • Evidence of networking skills with the ability to build effective collaborative relationships.
  • Experience of working in biological containment facilities and/or similar laboratory environments.
  • Awareness of Major Accident Hazard Sites and management processes for control.
  • Evidence of experience of change-management, influencing and strategic vision.
  • Awareness of the requirements for GLP and GMP accreditation

Qualifications

  • Professional Management Qualification Degree/HND/HNC in Engineering or Science or Construction
